Defining student competence in a CBA (Competency Based Assessment) training environment seems to be difficult for teachers, trainers and students. So I have done a little research and investigation to help simplify what is meant by “Competence” in the area of electrical training. For me it has three tenants or critical aspects, these are Accessing, Interpretation and Application.

Access
Access: Can a student find and access an appropriate recourse to help solve a problem or issue. An example in our world of electrical is the use of the textbook in assessments.
Can the student find (access) the appropriate section that will remind them of their learning to solve the problem being posed?
Interpret
Interpret: Once having selected an appropriate resource can the student interpret what they have found. Can they recognise the “answer” when it is presented within the resources? Does the resources help them re-establish meaning from that which was previously learnt?
Apply
Apply: Can the student demonstrate competence by applying the resources and their learning to solve the proposed problem or issue in a reasonable amount of time.
